This is hard to put into words, really it depends on the situation because every situation is different on what is being obsessive or is them caring. If you can give me a situation I will be happy to answer you, for a few examples:
If one is doing drugs and the other partner is against it there is a difference because being obsessive is always being on their back telling them to stop etc, which would be a good thing.
But say the male partner doesn't want the female to talk to certain people and they are obsessing about it, for example; trying to control them, that wouldn't be a good thing.
Caring is being there for them, watching out for them where as being obsessive about something would be you need them to do something because if they don't YOU would feel angry about it or sad about it but their not in any danger its just something you need. Its like when boyfriends check their girlfriends e-mails, voice mails etc without them knowing that would be obsessively paranoid. So like I said it all depends on the situation as to how that question would be answered.

In other words, caring is about the other person whereas obsessiveness is for personal gain.
