Most people, as like teachers, and nurses etc, have said that it is possible, but I'm not 100% sure, don't think that anyone knows really, just be extra careful when using public washrooms.

It's technically possible, especially if you're in a busy restroom and you're using the toilet seat literally seconds after the last person used it. However, keep in mind that for STIs to spread, infected fluid (semen, vaginal fluids, blood, etc) would have to come in contact with your genitals or with your bloodstream to infect you. So you'd have to be putting your genitals on a toilet seat which is wet with someone else's fluids -- most people would wipe the seat first or crouch over it. Or, it's possible you could contract HIV if there was infected fluid on the seat and you had a cut on your thigh where it touched the seat. If it worries you, just put one of those paper things over the seat.

The only way for you to get an STD or other virus/infection from a toilet seat or a public restroom is if the bodily fluid (urine or blood ect) from an infected person somehow entered your own bloodstream. Example: if a HIV+ person bled on a toilet seat then you sat on that toilet seat with a cut on your bottom you COULD get HIV. However, if you wipe the toilet first you basically eliminate the risk. Also, most public restrooms have disposable covers for the toilets, use those.
But the basic rule is: If their blood comes into your bloodstream, there is a possibility for infection.

Well, actually, you can get certain STIs without something getting into your bloodstream. For example, herpes can be passed on if the viral shedding from another person comes into contact with your genitals at all. There wouldn't need to be a cut on you. However, the chances of this happening on a toilet seat are pretty darn low.
